Holiday Pay Guide Philippines
Philippine holiday pay rules split into two very different categories: regular holidays and special non-working holidays. The distinction matters because the premium rates, the rules for unworked days, and what happens when a holiday lands on your rest day all change depending on which type you are dealing with. This guide walks through the DOLE rate structure SweldoSense uses โ including the 130% special-day rate, 200% regular holiday pay, rest day premiums, and how overtime stacks on top.
What Is Holiday Pay?
Holiday pay is the premium compensation โ or, for certain unworked regular holidays, the paid day off โ that employees receive in connection with nationally declared holidays. The Philippine government publishes two types of public holidays each year through proclamations from the Office of the President: regular holidays and special non-working holidays.
Regular holidays include New Year's Day, Maundy Thursday, Good Friday, Araw ng Kagitingan, Labor Day, Independence Day, National Heroes Day, Bonifacio Day (when declared regular), Christmas Day, Rizal Day, and other dates listed in the Labor Code or declared by proclamation. Special non-working holidays are typically additional commemorative dates โ such as Ninoy Aquino Day, All Saints' Day Eve, or certain local holidays declared for specific years.
The Labor Code and DOLE handbook translate these categories into specific pay multipliers applied to an employee's hourly rate. SweldoSense encodes these multipliers in its day-type model, which powers the overtime and holiday pay calculator.
Regular vs Special Non-Working Holidays
The most important practical difference between the two holiday types comes down to what you are paid when you do not work โ and how much extra you receive when you do.
Regular holidays: Rank-and-file employees are generally entitled to holiday pay even if they did not report for work, as long as they were present or on paid leave on the workday immediately preceding the holiday (the "before-holiday rule"). If they work, the first eight hours are paid at 200% of the hourly rate โ double pay for the day.
Special non-working holidays: There is no automatic pay for an unworked special day under the standard "no work, no pay" principle, unless company policy or a CBA provides otherwise. If the employee works, the first eight hours are paid at 130% of the hourly rate โ the same 130% multiplier SweldoSense applies for special non-working day work in its OvertimeDayType model.
Holiday Pay Rates Table
SweldoSense uses the following day-type multipliers for regular (non-overtime) hours, derived from DOLE Labor Code guidance:
- Regular working day: 100% (no holiday premium).
- Special non-working holiday (worked): 130% of hourly rate.
- Regular holiday (worked, first 8 hours): 200% of hourly rate.
- Rest day (worked): 130% of hourly rate.
- Rest day + special non-working holiday: 150% of hourly rate.
- Rest day + regular holiday: 260% of hourly rate.
Overtime on each day type adds a further 130% OT factor on top of the day multiplier. That produces effective OT rates of 125% on a regular day, 169% on rest or special days, and 260% on a regular holiday. You can select each day type in the overtime calculator to see the breakdown without manual math.
Rest Day Premiums
A rest day is the one day in a workweek when an employee is not required to work โ typically Sunday for a Monday-to-Saturday schedule, though the actual rest day follows the employer's posted schedule. Work performed on a rest day triggers a premium because the employee is giving up their guaranteed day off.
For the first eight hours on a rest day alone (no holiday), DOLE requires payment at 130% of the hourly rate โ the same base multiplier as a special non-working holiday. Overtime beyond eight hours on a rest day is 169% of the hourly rate.
When a holiday and a rest day coincide โ for example, Independence Day falling on a Sunday that is also your scheduled rest day โ the rates increase to reflect both premiums. A regular holiday on a rest day pays 260% for the first eight hours. A special non-working holiday on a rest day pays 150%. These combined rates are among the highest on the DOLE table and are a frequent source of payroll errors when systems treat the day as "just a holiday" or "just a rest day" but not both.
Worked vs Unworked Holidays
Unworked regular holiday: The employee receives 100% of their daily rate for the day even without working โ effectively a paid day off. This is the "holiday pay" most employees expect when they see a red date on the calendar. The before-holiday rule applies: absence on the workday immediately before the holiday (without authorized leave) can disqualify the employee from this benefit.
Worked regular holiday: The employee receives 200% for the first eight hours. They do not receive a separate unworked holiday benefit on top โ the 200% rate already incorporates the holiday premium for working that day.
Unworked special non-working holiday: Under standard rules, no pay unless company policy says otherwise. This catches many employees off guard when they assume every red calendar date is automatically paid.
Worked special non-working holiday: 130% for the first eight hours. If the employee was absent the day before without leave, some employers still pay the 130% for work performed โ the before-holiday rule applies differently to special days in practice, and company policy may fill gaps.
Holiday Overtime
Overtime on a holiday is not paid at the same rate as the first eight hours. DOLE applies an additional 130% OT multiplier on top of the day-type rate:
- Regular holiday OT: hourly rate ร 2.00 ร 1.30 = 260% per OT hour.
- Special holiday or rest day OT: hourly rate ร 1.30 ร 1.30 = 169% per OT hour.
- Rest day + regular holiday OT: hourly rate ร 2.60 ร 1.30 = 338% per OT hour.
If any OT hours fall between 10:00 PM and 6:00 AM, night differential โ an additional 10% on the applicable rate โ stacks on top. See our night differential guide for the computation order.
The overtime calculator accepts regular hours, OT hours, and night differential hours separately so you can model a full holiday shift accurately.
Worked Examples
Example 1 โ Unworked regular holiday: Carlo earns โฑ22,000 monthly basic. Daily rate = 22,000 รท 21.75 โ โฑ1,011.49. On an unworked regular holiday (and he was present the day before), he receives roughly โฑ1,011.49 in holiday pay for that day.
Example 2 โ Worked special non-working holiday: Hourly rate โ โฑ126.44. Eight hours on a special day = 126.44 ร 1.30 ร 8 โ โฑ1,314.98. Two OT hours add 126.44 ร 1.30 ร 1.30 ร 2 โ โฑ427.35. Total shift โ โฑ1,742.33.
Example 3 โ Regular holiday on a rest day: Eight hours at 260% = 126.44 ร 2.60 ร 8 โ โฑ2,629.95. This is substantially more than a plain special holiday because both the rest day and regular holiday premiums apply.

No Work, No Pay โ and Its Exceptions
The "no work, no pay" principle is the default for daily-paid employees: if you do not work and have no entitlement to paid leave, you do not earn wages for that day. Regular holidays are the major exception โ unworked regular holidays still generate holiday pay for covered employees.
Other exceptions come from company policy (paid special holidays), CBAs, and leave credits. An employee on approved vacation leave who does not work a regular holiday may still receive holiday pay depending on how the employer treats leave-plus-holiday overlap โ a detail worth confirming in your employee handbook.
Retail and service establishments have additional rules under Labor Code Article 94 for certain special days, including optional pay schemes when the employee works. If you work in retail, verify whether your employer follows the standard or optional treatment for specific special non-working holidays.
